Comprehension monitoring, and why it fails silently
Skilled readers run a background check: does this make sense, does it connect to the last paragraph, could I say it back. When that check trips, they stop and repair. The reason a page can slide past unabsorbed is that the check is not automatic, and nothing in the physical act of reading turns it on. Decoding proceeds fine without it.
Everything below is a way of forcing that check to happen at regular intervals. That is genuinely all these strategies are. Before you start reading
Two minutes spent on the shape of the text pays for itself repeatedly. Read the chapter title, every heading and subheading, the first sentence of each section, the figures and their captions, and the summary or the questions at the end if there are any. You now have a frame, and the sentences you read afterward land in it rather than in a queue.
Then write down two or three questions the chapter looks like it is going to answer, and read to those. Reading with a question in mind is a different cognitive activity from reading to get to the end; it gives you a criterion for whether a paragraph mattered, and it makes it obvious when you have stopped paying attention, because you lose track of the question.
If the text is a textbook chapter with end-of-chapter questions, read those first. It feels backwards and it is the single highest-return two minutes available in the whole process.

The mistake that costs people the most is running one speed for everything, usually study reading, over material that only needed skimming. Speed reading, honestly
The claims made for speed reading — several times normal rate with full comprehension — do not survive testing. Above a certain point, reading rate and comprehension trade against each other, and what fast readers are mostly doing on unfamiliar dense material is a form of skimming with the gaps filled in by prior knowledge. That is a genuinely useful skill, and it is not the same as reading.
What speed reading training does contain that is worth having: reducing needless regression, where the eye jumps back over text you already understood, and reducing the habit of stopping at every unfamiliar word. Both give you a modest gain. What it cannot do is remove the constraint that understanding a sentence takes time, and that a sentence with three unfamiliar technical terms takes considerably more of it.
The genuine multiplier on reading speed is background knowledge. Somebody who has read forty papers in a field reads the forty-first at four times the rate of a newcomer, not because their eyes move differently but because two thirds of it is already known and only the new part needs processing. Handling what you do not know

Technical vocabulary is worth handling as its own list rather than in the flow of reading. Environment, attention and eyes
Comprehension is fragile against interruption in a way that skimming is not, because holding the thread across paragraphs is a working-memory job and a notification empties the register. This is the strongest practical argument for the phone being in another room rather than face down on the desk.
Long reading sessions on a screen produce a specific set of complaints — dryness, ache, blurring toward the end — that come from reduced blink rate and sustained close focus rather than from any damage being done. The test

If you cannot, go back — not to reread the whole thing, but to find the specific place where you stopped following it. That place is almost always identifiable and it is almost always earlier than you expect.
