Two riders leave the same corner. One is on a bicycle with 700c wheels, the other on a scooter with wheels the size of a dinner plate. They hit the same three-inch pothole at the same speed, and only one of them is still on their machine afterward. Wheel diameter is not a comfort feature — it decides which road defects you can survive.

What this page cannot tell you

Rules for bicycles, electric bicycles and standing electric scooters in the United States are set at two levels and sometimes three. States define what an e-bike or a motorized scooter legally is, whether it needs registration or a license, and often what the class definitions mean. Cities and counties then decide where each may actually be ridden — road, bike lane, sidewalk, multi-use path, park trail — and those decisions vary between adjacent municipalities. Helmet requirements, age restrictions and speed limits differ across all of these levels, and they change.

So this page states no requirement, no age limit, no speed limit and no helmet rule as fact. It cannot tell you the rules where you ride. What it can do is explain the physics and the crash types, which are the same everywhere, and tell you where the answers live: your state's DMV or transportation department for the vehicle definitions and licensing, and your city or county for where riding is permitted. If you are using a rental scooter, the operator's terms and its in-app map also encode local restrictions, sometimes including geofenced slow zones and no-ride areas.

The three-tier class framework for electric bicycles — broadly, pedal-assist only, throttle-capable, and higher-speed pedal-assist — has been adopted by many states, but not all, and not identically. Which class a bike is determines where a lot of jurisdictions let it go, so the class sticker on the frame is worth reading before you buy and before you ride somewhere with rules.

Head injury is the injury

Across injury surveillance work on cycling and micromobility, the pattern is consistent: head injuries account for a large share of serious and fatal outcomes, and they are heavily over-represented among riders not wearing a helmet. On standing scooters in particular, studies of emergency department presentations have repeatedly found head injury as a leading category, alongside upper-limb fractures from riders putting a hand out.

The mechanism explains why. A standing scooter puts the rider high, upright, with feet fixed on a small deck and hands committed to the bars. When the front wheel stops abruptly — a pothole, a lip, a rail, a curb edge — the machine stops and the rider continues forward and downward, head first, with no chance to get a leg out and nothing to arrest the rotation. It happens in a fraction of a second. This is a different fall from coming off a bicycle sideways, and it is why the injury profile is different too.

Beyond the helmet, the things that reduce injuries are unglamorous and effective: gloves, which protect the hands people instinctively land on; visibility, because being seen is the entire safety margin on a road shared with cars; and lights front and rear at all times rather than only at night, since dawn, dusk and rain are the visibility conditions that actually catch riders out. A helmet that is unbuckled or perched back on the head does nothing in the impact geometry described above, and helmets have a service life and are replaced after any significant impact, whether or not damage is visible.

Small wheels change what the road is

A wheel rolls over an obstacle by climbing it. The larger the wheel, the shallower that climb, and the less abruptly the wheel is stopped or deflected. This is straightforward geometry with a stark consequence: a road defect that a bicycle rides through as a bump can stop a scooter wheel outright.

Braking is the other place the physics differ. A standing scooter has a short wheelbase and a high center of mass, and grabbing the front brake pitches the rider forward rather than stopping the machine — the same event as hitting a pothole, without the pothole. Learn how much braking your machine actually has, in the wet as well as the dry, somewhere with no traffic. The first braking test should not be an emergency.

The door zone, and other crashes you can design out

Riding along a line of parked cars, close enough that an opening door reaches you, is the classic urban cycling mistake and it produces one of the worst outcomes on the list. A door opens in perhaps a third of a second, into a space you cannot brake out of, and the standard reaction — swerving left — puts a rider into the traffic lane at exactly the wrong moment. That combination is why dooring crashes are so often serious. The defense is spatial rather than reactive: ride far enough out that the door arc cannot reach you, even where that means taking more of the lane than feels polite. A lane position that makes you visible and predictable is safer than one that makes you unobtrusive.

Before you ride: the machine

Most solo falls that are not the road's fault are the machine's. On a rented scooter, thirty seconds of checking before unlocking is worth it, and on your own machine it is a habit.

Squeeze both brakes hard while standing still and confirm they bite well before the lever or the deck bottoms out. Check the tires: a soft pneumatic tire steers badly and pinch-flats over exactly the defects described above, and pressure is on the sidewall or in the manual. Look at the stem and folding mechanism on a scooter, which is the component whose failure drops the bars in your hands — any play or a latch that does not fully engage means walking away and picking a different scooter. Check that both lights work. Give the wheels a spin and listen for a bearing or a rubbing brake. On an e-bike, confirm the assist engages smoothly rather than surging, and know which class it is and what that means where you are going.

Riding among cars

The central skill is predictability. Drivers cope well with road users who behave in ways they can anticipate and badly with ones who appear from where they were not scanning. Hold a straight line, signal turns early enough to be acted on, do not weave between parked cars and back out into the lane, and take the lane where it is too narrow to be shared safely — a driver forced to change lanes to pass you is much less dangerous than one who tries to squeeze past within it.

Two practical additions. Assume you have not been seen: bright clothing, lights day and night, and a riding position within the space where drivers actually look. And accept that being right is not protection — you can have the legal right of way and still be the one in the ambulance, so at every intersection, ride as though the driver has not registered you, because often they have not. If a collision does happen and a motor vehicle is involved, the documentation and reporting sequence is largely the same one drivers use; what to do after a collision covers it, and it applies to you as a rider too.

Alcohol deserves a line of its own. A meaningful share of scooter injuries involve riders who had been drinking, the machine demands balance and quick reactions, and impaired riding is an offense in many jurisdictions.

Look up two things before your next ride, and they take five minutes: whether the machine you use is legal on the surfaces you actually ride it on where you live, and where the nearest route is that keeps you out of the door zone for most of the trip. The physics on this page applies everywhere. The rules only apply where you are.
