The printer says offline and it is not
Offline is a status Windows or macOS assigns when it cannot get the response it expects, and it survives long after the cause is gone. Work through this order rather than randomly reinstalling things.

If the answer is that the printer prints from a phone but not the laptop, the printer is fine and the problem is entirely on that computer. The queue that will not clear
A stuck job blocks everything behind it, and deleting it from the queue often fails because the spooler itself is wedged. The reliable fix is to restart the service and clear the files it left behind.
Open the Services list, find Print Spooler, and stop it. Then delete the contents of the spool folder — the printers subfolder inside the Windows system spool directory, which holds the pending job files. Start the service again. Everything queued is gone, including whatever was jammed, and printing generally resumes immediately. On macOS the equivalent is resetting the printing system from the Printers and Scanners settings, which removes all printers and requires adding them back.
If jobs stick repeatedly rather than once, suspect the driver rather than the queue. A driver mismatched to the model, or a generic driver standing in for a specific one, produces exactly this pattern.
Streaks, bands and faded output
What the marks look like tells you which part is at fault, and inkjet and laser fail in completely different ways.

On an inkjet, run the cleaning cycle at most two or three times, then stop and leave it overnight. Each cycle consumes a noticeable amount of ink, and repeated cycles on a badly dried head waste more ink than the head is worth. If two nights of rest and a couple of cycles do not clear it, the head is likely done — and on many consumer models the head is integrated into the printer rather than the cartridge, which is why a clogged inkjet is often the end of the printer rather than the start of a repair.
Inkjets clog. Lasers do not.
This is the most useful thing to know when buying, and it is why so many household printers die without ever wearing out. Inkjet ink is a liquid sitting in tiny nozzles, and if it is not moved regularly it dries and blocks them. A printer used twice a year is a printer that will be clogged both times.

If you print a handful of pages a month, a monochrome laser is the correct purchase and it will still be working in ten years. If you print photos, an inkjet is the only option, and a refillable tank model rather than a cartridge model changes the running cost dramatically. Either way, print something once a month; on an inkjet it is maintenance, and on a laser it just confirms the thing still works.

Third-party ink, honestly
Compatible and remanufactured cartridges cost a fraction of manufacturer ink, and much of the time the output is indistinguishable for ordinary documents. Quality varies by seller more than by brand, and the failure modes when it goes wrong are leaking, inconsistent color, and a chip the printer will not recognize.
The part that deserves a plain warning: printer manufacturers have shipped firmware updates that caused printers to stop accepting third-party cartridges, sometimes on machines that had been using them without complaint for years. This has happened repeatedly and has been the subject of consumer litigation. If you rely on third-party ink, turning off automatic firmware updates is a reasonable defensive choice, weighed against the fact that firmware updates also carry security and reliability fixes. Manufacturer warranties in the United States generally cannot be voided merely for using third-party consumables, but damage attributable to a leaking cartridge is a different argument and one you may lose.
Subscription ink programs, where the printer reports page counts and cartridges arrive automatically, are genuinely convenient and genuinely a commitment: the printer typically stops accepting the cartridges if you cancel, because they remain the property of the vendor. That is disclosed, and it surprises people anyway.
Before you replace it
Add up what a full set of cartridges costs against the price of a new printer, because for cheap inkjets those two numbers are frequently close, and a printer sold at a low price is sold on the assumption that you will buy consumables. Then ask how often you actually print. A household printing under a page a day is often better served by not owning a printer at all — a print shop, a shipping store, a public library or an office does it for cents a page with no cartridge drying out between visits, and no driver to reinstall.
