Dry to touch means the solvent at the surface has left and the film no longer transfers to a finger. It happens in a couple of hours for many finishes and it means almost nothing about strength.
Recoat time is when the previous coat is stable enough to take another one without lifting or wrinkling. This is the number that governs how fast you can work, and it is why a three coat schedule with a six hour recoat is a two day job even though the actual work is about an hour.
Full cure is when the film has reached its final hardness and chemical resistance. For an oil-based polyurethane that is commonly quoted at around thirty days. In between, the surface feels finished and is not. This distinction is where more finished work gets damaged than at any other point in the process, because the piece looks done.
The recoat window, and what happens if you miss it
Many finishes specify not just a minimum recoat time but a window: recoat between six and twenty-four hours, for example. Inside the window the new coat partially dissolves into the old one and they bond chemically. Past it the previous coat has cured enough that this no longer happens, and the manufacturer will tell you to scuff sand before the next coat so the new film has mechanical grip instead.
Missing the window is not a catastrophe. It costs a sanding pass, some abrasive and the risk of cutting through on an edge. But it is worth planning around, because the difference between finishing a project across a weekend and finishing it across a weekend plus three extra sanding passes is entirely a matter of when you started on Saturday.

The unheated garage in February is the case that catches people. A finish applied below its minimum temperature does not simply take longer; the film can remain soft indefinitely, and the only remedy is to strip it. Hazards that are worth stating plainly
Solvent vapour from most finishes is flammable and is an inhalation hazard, and an enclosed shop concentrates it faster than most people expect. What the can says about ventilation and about ignition sources is not boilerplate.
Rags soaked in drying oils are the specific hazard that surprises people, because it is not intuitive. Curing is an oxidation reaction and it releases heat. A rag spread out sheds that heat to the air. A pile of rags in a bin insulates itself, the temperature climbs, and shop fires have started this way hours after the work finished. Spread them flat to dry, or put them in water in a sealed metal container until they can be disposed of properly. Questions people ask
How long should I wait between coats of polyurethane?
Use the number on the can you bought, because it varies by formulation more than by brand and oil-based and water-based products differ substantially. As orientation, oil-based polyurethane commonly asks for four to six hours before recoating and water-based often two to three, both at around seventy degrees with moderate humidity. Below the stated temperature range, stretch those times considerably or wait for a warmer day. Waiting longer than the minimum is generally safe, but check whether the product has a recoat window with an upper limit, because past it you will need to scuff sand for the next coat to bond.
What is the difference between dry to touch and cured?
Dry to touch means the solvent has left the surface and the film no longer transfers. Cured means the film has finished the chemical reaction that gives it its final hardness and resistance. The gap is enormous: hours against weeks. In between, the surface looks and feels finished while the film underneath is still soft. This is why a table finished on Sunday and loaded with books on Tuesday ends up with permanent impressions. The finish did nothing wrong. It was asked to do a cured film job while it was still curing.
Can I speed up drying with heat or a fan?
Moving air and moderate warmth within the range the manufacturer states will help, and both are worth having for the dust reasons alone. What does not work is trying to force a finish faster than its chemistry allows, and what actively causes problems is heat applied unevenly, which sets the surface while the layer beneath is still moving and leads to wrinkling. Ventilation and vapour also interact: whatever you use to move air needs to be appropriate for a space containing solvent vapour, which is a question for the can and the equipment maker rather than for a calculator.
Do I need to sand between every coat?
It depends on the product and on whether you are inside its recoat window. Inside the window, many finishes bond chemically to the previous coat and sanding is optional, done for smoothness rather than adhesion. Outside it, most manufacturers require a scuff so the new coat has something to grip. Separately from adhesion, a light pass with a fine abrasive knocks down dust nibs and raised grain, and after the first coat on bare wood that is usually worth doing regardless. The first coat is where raised grain is worst, because the finish swells the fibres the sanding laid down.
How much finish will I actually need?
Take the coverage figure from the can, multiply your area by the number of coats, and add extra for the first coat because bare wood absorbs considerably more than a sealed surface does. A factor of about 1.4 on the first coat is a reasonable default and this page uses it. Then round up to whole containers, and consider buying the whole quantity at once rather than a can at a time: finishes vary slightly between batches, and running out during the last coat means a visible difference exactly where the light will find it.
