The category number is a wind measurement and nothing else. It says nothing about how much water the storm is carrying, how fast it is moving, how wide it is, or how much of that water is going to end up where you live — which is why storms that arrive at a low category have repeatedly been among the most destructive on record.

What the category scale measures

The category scale is a wind scale. It sorts a storm by sustained wind speed and it is genuinely useful for what wind will do to structures. It was never designed to describe the rest of the storm, and it does not: two hurricanes at the same category can differ enormously in how much rain they carry, how far their wind field extends from the center, how quickly they are moving over land, and how much water they push ahead of themselves onto the coast.

That last point is the one that costs lives. Storm surge — the wall of ocean water driven inland by the storm's wind and pressure — depends on the shape of the coastline, the slope of the seafloor, the size of the storm and the angle of approach at least as much as on peak wind. A large, slow, moderate-category storm hitting a shallow bay can push more water inland than a compact, intense one hitting a steep coast. Meanwhile the freshwater flooding from rain falls hundreds of miles inland, on people who were never in a coastal zone at all, and a storm that stalls over a river basin does not need to be a hurricane at that point to be a catastrophe.

Practical translation: do not use the category to decide whether to take a storm seriously. Use the surge forecast, the rainfall forecast, and — above everything — the instruction from your local emergency management office, which is the only body that knows your specific ground.

Watch and warning, which people have backwards

This distinction is the single most misunderstood thing in American weather communication, and it is worth learning once because it applies to every hazard the National Weather Service issues products for.

The mental model that sticks: a watch means get ready, a warning means it is happening. If you remember which one is which for hurricanes you also have it for tornadoes, flash floods and heat, which is a good return on one sentence. The same framing appears in heat wave safety and tornado safety.

Evacuation zones are not categories

People routinely say they will leave "if it is a three," and that sentence contains a category error in both senses. Evacuation zones are geographic. They are drawn by local emergency managers based on elevation, surge modeling and how the water gets out, and they are lettered or numbered in a way that has nothing to do with the storm's category. Your zone is a property of your address. It does not change when the forecast changes.

What changes is which zones are ordered to leave for a given storm. That is the decision officials make from the surge forecast, and it is why the order comes when it comes. Two houses on the same street can be in different zones if one sits a few feet lower.

Look yours up now, when there is no storm, from your county or state emergency management site. Write it on the refrigerator. Then work out, in advance: where you would go, which route, who you would tell, what goes in the car, and what you would do with pets — because most general-population shelters have rules about animals and the ones that accept them require documentation. If you have someone in the household who uses oxygen, dialysis, a power wheelchair or any medical equipment that plugs in, many counties keep a registry for exactly this, and registering takes minutes on a quiet day and is impossible on a busy one.

Before the season, not before the storm

Everything in this section takes longer than the window you get once a storm is named, and several of them cannot be done at all once one is.

Window tape deserves a specific mention because the myth is stubborn: taping an X across the glass does not keep a window from breaking, and it changes the failure mode for the worse by producing large shards instead of small ones. Shutters or properly fitted structural panels are the actual protection. Tape is a way to feel busy.

The last two days

Once a watch is up, the sequence is about turning things into a state you can leave or live in without power. Fill the vehicles. Refill prescriptions and get cash, because pumps and card readers need electricity. Charge everything with a battery in it and add a power bank. Set the refrigerator and freezer colder now, freeze water jugs to fill the empty space, and leave them shut once the power goes — a full, unopened freezer holds temperature far longer than a half-empty one.

Bring in or tie down everything in the yard: furniture, planters, the grill, trash cans, the trampoline, anything a strong gust turns into a missile. Take down or secure the mailbox and anything mounted loosely. If you are staying, fill the bathtub and containers with water for washing and flushing, since municipal supply can fail or come back under a boil notice. If an evacuation order is issued for your zone, leave. Leave early enough that you are on the road before it is full, take the route officials name rather than the one your map app likes, and tell someone where you are going. There is no version of this page that gives you a reason to stay: officials issue those orders because the modeling says the water is coming to where you are, and once it does, nobody is coming to get you until it is over.

Power, generators, and the thing that actually kills afterward

A large share of hurricane deaths happen after the storm, and carbon monoxide from generators is a leading cause. The rule is simple and absolute: a generator runs outdoors, well away from the house, never in a garage even with the door open, never on a porch, never in a crawl space, and never near a window, door or vent. Carbon monoxide is odorless, it accumulates faster than intuition suggests, and people who fall asleep in a house with a generator running in an attached garage do not wake up.

Working CO alarms on every level of the house are the backstop, and they have expiration dates printed on the housing — check yours the same day you check the smoke alarms, which home fire safety covers. Never run a generator connected to house wiring without a properly installed transfer switch; backfeeding through an outlet energizes the line outside and can kill a utility worker. After it passes

The hours after landfall look safe and are not. Downed lines are live until the utility says otherwise and can energize a fence, a puddle or a wet tree; treat every wire on the ground as hot. Standing water hides washed-out pavement, open manholes, debris and displaced wildlife, and it is contaminated by whatever the storm mixed into it. Do not drive through it, and do not let children play in it.

Go back only when officials say the area is open, and go back in daylight if you have any choice about it. Photograph damage before you move or clean anything, including wide shots that establish which house this is. Get wet materials out and air moving within the first day if you can, because mold gets established on wet drywall within a couple of days and that is what turns a water event into a renovation. Assume the tap is not safe until the utility says it is.

Of everything here, one thing is worth doing this week regardless of the forecast: find your evacuation zone and write it somewhere you will see it. Not the category you would leave for — the zone you live in. That is the number the order will use, and it is the one nobody can look up for you at two in the morning with the power off.

Is a Category 1 hurricane safe to stay for?

No, and it makes one thing worse. Tape does not meaningfully strengthen glass against wind pressure or against a flying object, and when the pane does fail, tape tends to hold fragments together into large heavy shards rather than letting it break into smaller pieces. The actual protection is storm shutters or properly fitted structural panels, cut, drilled and labeled before the season so that installing them is not a job you are doing on a ladder in rising wind.
