The whole of flood elevation is subtraction, and it still goes wrong constantly, for one reason: two elevations from two different vertical datums look identical on paper and can be more than a foot apart on the ground. Get the datum wrong and every number below is wrong by the same amount, silently.

Subtraction, and the one thing that breaks it

Flood elevation arithmetic is two numbers and a minus sign. A base flood elevation for the parcel, a finished floor elevation for the building, and the difference between them is freeboard — positive if the floor is higher, negative if it is not. There is nothing clever in it.

What breaks it is the datum. Elevations are measured against a vertical reference surface, and the United States has had more than one in common use. The two that appear most often on documents differ by an amount that is not a constant: it varies geographically, and in parts of the country the gap is well over a foot. A base flood elevation taken off one document and a floor elevation taken off another, in different datums, subtract to a number that looks perfectly reasonable and is wrong by more than the freeboard anybody was discussing.

That is why there is a datum field on this page that does nothing but echo back what you typed. It is there to make you go and look. If the documents disagree, the conversion is a surveyor question, not a lookup, because there is no single number to add.

Depth over a level is the number that predicts the bill

Once the elevations line up, the useful output is not the freeboard figure. It is the depth of water over each thing you care about, because that is what decides whether an item is replaced.

The pattern that shows up in almost every household list is that the expensive items are clustered within a foot or two of each other near the bottom, so a small change in elevation moves several of them at once. That is the argument for listing them rather than looking only at the lowest floor.

Openings in an enclosure, and why the rate is blank

Where an enclosure below the flood elevation is allowed at all, it is normally on the condition that water can get in and out of it, so that the pressure equalises rather than pushing against a wall from one side only. The requirement is expressed as an opening area per square foot of enclosed floor area, and openings come both as plain holes and as engineered products that are rated differently and carry certification.

The rate field on this page starts at zero and stays there until you fill it in. That is deliberate. The rate, whether engineered openings are accepted, how low the openings have to sit, and whether an enclosure is permitted at all are decisions of your floodplain administrator and building department, and they interact with your flood insurance rating. Nothing about that combination is safe to publish as a general figure. Put the number you were given in the field and the count works itself out; leave it and that section stays honestly blank.

The volume figure exists to be believed

A 900 square foot crawl space with 3.6 feet of water over its floor holds about 24,000 gallons weighing roughly 100 tons. What is my base flood elevation?

This page cannot tell you and neither can any calculator. A base flood elevation is a mapped figure for a specific location, it is stated in a specific vertical datum, and the maps are revised. Your floodplain administrator — usually a city or county official, and the same person who handles permits in a flood zone — is the one who can tell you what applies to your parcel. A licensed surveyor produces the elevation certificate that gives your building elevations in the same datum. Both figures are inputs on this page for exactly that reason.

What is freeboard and how much do I need?

Freeboard is height added above the base flood elevation as a margin, and this page will not tell you how much because it varies. Some communities require it, some do not, and where it applies the amount differs between them; it can also be driven by an insurance rating rather than by a rule. The field is set to zero deliberately, and the required-elevation section only appears once you put in the figure you were given. Your floodplain administrator is the source, and your insurer will tell you separately what elevation affects a premium.

Why does the datum matter so much?

Because an elevation is only meaningful relative to a reference surface, and more than one such surface is in use. The difference between the two most common ones is not a fixed number — it varies by location and exceeds a foot in parts of the country. So a base flood elevation from one document and a floor elevation from another can be in different datums, subtract to a plausible-looking answer, and be out by more than the entire margin under discussion, with nothing visible to show it. Does the calculator tell me whether my house will flood?

No, and it is worth being blunt about that. It compares elevations you supplied against an elevation you supplied, and reports the differences. It does not know your flood risk, does not know whether the mapped elevation is current, does not model how water actually moves across your site, and issues no verdict about safety or adequacy.
