Why the order is the plan
A conversion budget is a list of numbers and a conversion schedule is a graph. The distinction matters because the total cost of a job is broadly insensitive to the order it is done in, while the duration is entirely determined by it. Two jobs with identical trade lists and identical prices can finish six weeks apart purely on how the dependencies were arranged and whether the inspections were booked in advance.
The mechanism is the critical path. Some trades are waiting on others, and among all the chains of waiting there is one longest chain. Every day added to a trade on that chain is a day added to the finish. Every day added to a trade off it is absorbed by slack until the slack runs out. When a homeowner says the job overran because the painter was late, the useful question is whether the painter was on the critical path, and usually the honest answer is that the real slippage happened weeks earlier at the framing or the permit and the painter simply inherited it.
The dependencies that are real
Most of the sequence in a conversion is not a preference. It is physics and access.

The rough-in trades are the interesting part because they are parallel to each other and sequential against everything else. Plumbing, electrical and mechanical can all be in the same space at the same time, and they routinely fight over the same joist bay. That is a coordination problem rather than a scheduling one, and the schedule only shows it as three trades starting on the same day.
Inspection holds are part of the duration
The item that makes homeowner schedules wrong is not the length of the trades. It is the gaps. A rough-in inspection has to be requested, scheduled, attended and passed, and between the last pipe going in and the insulation starting there is a period where nothing at all happens on site. That period is real, it is often several days, and on a busy jurisdiction in a busy season it can be longer than the trade that preceded it.
Enter those waits as hold days against the trade they follow. Two consequences appear immediately. The first is that the finish date moves out, correctly. The second is that hold days on the critical path are the cheapest days in the whole job to shorten, because shortening them costs nothing but a phone call made earlier. The money follows the sequence, not the budget
A budget says what the job costs. A draw schedule says when the money leaves, and those are different problems for anyone paying out of savings, out of a construction loan or out of a line of credit. Spreading each trade across its working days and bucketing by week shows the peak week, which is very rarely the week people expect. It usually lands where two or three parallel trades overlap, which in most conversions is the rough-in period, long before the visibly expensive finishes arrive.

Using it honestly
Durations come from the people doing the work, not from this page, and a trade that quotes four days means four days of their attention rather than four consecutive days on your job. Ask for start dates and finish dates rather than day counts, then work the day counts backwards from what you are told.
The other honest caution is that the head of the chain is almost always the permit, and it is the item with the widest variance in the entire schedule. Drawings, review, comments, resubmission and issue can take weeks and are not under your control. Starting work while that is in progress is the single most expensive shortcut available in a conversion, because unpermitted habitable space is not simply a fine. The reliable spine is permit and testing, then structure, then the rough-in trades in parallel, then insulation and air sealing, then drywall, then finishes from the top of the room downwards, with the exterior closed as early as weather demands.
