Displacement is the whole problem
Meat is close to the density of water, roughly 8.3 pounds a gallon against water at 8.34, which means a pound of meat takes up very nearly the space of a pound of water. Fourteen pounds of bird is about 1.69 gallons of volume that liquid cannot occupy. If you fill a container to a line and then lower the meat in, that volume goes over the side. If you put the meat in first and then fill, you get the right level and a smaller volume of brine than the recipe assumed.
Neither of those is a disaster on its own. The problem is that the recipe was written for a volume of water, and the amount of salt in it was too. Scale the salt to the bucket and the actual liquid is smaller than you think, so the concentration is higher than you chose. Enough to cover it in whatever container you are using, which is the container volume below your fill line minus about 1.7 gallons of displacement for the bird itself. In a bucket holding about 5.8 gallons filled to 85 percent, that is roughly 4.9 gallons of usable space less 1.7, so around 3.2 gallons of brine. Change the container and the answer changes completely, which is why there is no general figure.
Does the meat really displace that much brine?
Yes, and it is the single biggest error in scaling a brine recipe. Meat is close to the density of water, so its volume in gallons is roughly its weight in pounds divided by 8.3. A fourteen-pound bird is about 1.7 gallons. If you scaled the salt to a five-gallon bucket and only have three and a bit gallons of actual liquid, the brine is meaningfully stronger than the one you intended to make.
