The flake is not a unit
Barns run on flakes because a flake is a thing you can pick up. It is not a quantity. A flake is whatever thickness the baler happened to compress between two strokes, and that thickness varies with the machine, its settings, the moisture in the windrow, how fast the tractor was moving and which part of the field the hay came from. Flakes off a single wagon commonly run from about three pounds to about seven. Some bales throw ten flakes and some throw fourteen at the same bale weight.
That means "two flakes twice a day" describes a range from twelve to twenty-eight pounds of hay. For a 1,125 lb horse, that is anywhere from roughly one percent to two and a half percent of body weight, which spans the entire range of what any workload could call for. Nobody standing in the aisle can see the difference, because two flakes look like two flakes.
A hanging scale of the luggage or fish variety costs very little and takes about fifteen seconds to use. Hang a hay net, weigh it, and you have converted an unknown into a number. Weigh five flakes off one bale and average them, and you have a conversion factor for that batch of hay that lets you keep counting flakes in the aisle while actually knowing what you are feeding. When the next load arrives from a different field, weigh again, because the factor belongs to the batch and not to the barn.
Dry matter, as fed, and why the two numbers differ
Intake targets are published in dry matter, because dry matter is what the animal actually gets nutrition from and it is the only basis on which different forages can be compared. Hay is bought, stored and weighed as fed, water included. Cured hay commonly runs somewhere around 88 to 91 percent dry matter, so roughly a tenth of what you put on the scale is water.
The conversion is one division. If the target is 20 lb of dry matter and the hay is 90 percent dry matter, you feed 20 divided by 0.90, which is 22.2 lb on the scale. Skipping that step underfeeds by about ten percent, which is small enough that it hides and large enough that it accumulates. If you have had a forage analysis done, the dry matter percentage is on it and is worth entering instead of the default.

What the number here is, and what it is not
What comes out of this page is an arithmetic starting point: a percentage of a body weight, adjusted for dry matter, divided by feedings, expressed in pounds. That is useful for ordering hay, sizing storage and telling everyone who feeds to use the same scale.
It is not a ration. A ration accounts for the nutrient content of your specific forage, which only an analysis can tell you, for the individual animal's age, dentition, metabolic status, temperament and condition, for what else is being fed, and for everything a veterinarian knows about that horse and a calculator does not. Metabolic conditions in particular change the answer completely and are not something a percentage of body weight can express. An equine nutritionist working from your forage analysis, alongside your veterinarian, sets the ration. This page sets the shopping list.
One more thing that is deliberately absent: there is no transition schedule here. Changes to what a horse is fed carry real risk when made quickly, and how fast any particular change should be made for any particular animal is a veterinary question. This page will not offer a number of days, because a number of days pulled from a calculator is exactly the kind of confident-looking figure that gets acted on without asking anyone.

Once you have a daily weight, the rest of the planning falls out of it.
