The danger zone, and what the numbers mean
Bacteria that cause foodborne illness multiply fastest between roughly 40 and 140 °F (about 4 to 60 °C). Below 40 °F growth slows dramatically, though it does not stop, which is why refrigerated food still has a shelf life. Above 140 °F growth stops and hot holding is safe. In between, and particularly around body temperature, a population can double in something like twenty minutes under favorable conditions, and twenty minutes doubling for four hours is a very large number starting from a very small one.
That is the whole basis for the rules below. Everything in home food safety is either keeping food out of that band or limiting the total time it spends there, and the clock is cumulative — an hour on the counter thawing, plus an hour on the table at dinner, plus forty minutes sitting out while you watched a show, adds up whether or not the food went back in the fridge in between.

Two hours, or one when it is hot
Perishable food left in the danger zone for more than two cumulative hours should be discarded. If the ambient temperature is above 90 °F — a car, a picnic table in July, a patio — the limit drops to one hour. This is the rule that people bargain with most, and the reason it does not bend is that the risk is invisible: the toxins produced by some bacteria are heat-stable, so reheating food that sat out too long can kill the organisms and leave behind exactly the compound that makes you sick. Food can look, smell and taste completely normal and still be a problem. Smell tells you about spoilage organisms, which are a different population from the pathogenic ones and often not present at all.
The practical version, for a party: put out a portion and keep the rest chilled or hot, and refresh the platter rather than setting everything out at the start. For a cooler, pack it full, keep it in shade rather than the trunk, and keep drinks in a second cooler so the food one is not opened forty times.
Cooling a large pot, which is where home kitchens fail
A gallon of chili at 200 °F, lidded and placed in a home refrigerator, can take many hours to get below 40 °F. The center of that mass sits in the danger zone the entire time, and the refrigerator is fighting a heat load it was never designed for, which raises the temperature of everything else on the shelf at the same time. Commercial kitchens have blast chillers for exactly this problem. Home kitchens have geometry.
The move that does most of the work is dividing the batch into shallow containers, two inches deep or less, uncovered or loosely covered until they are cool. Surface area drives cooling, and four shallow containers get below 40 °F in a fraction of the time one deep pot takes. Beyond that: set the pot in a sink of ice water up to the level of the contents and stir every few minutes, since the liquid at the wall chills while the center sits still; make stock and soup concentrated and add ice at the end so cooling and diluting happen in one step; stir a clean frozen water bottle through as a reusable cooling wand; and slice a leftover turkey or pork shoulder off the bone before it goes in rather than refrigerating the carcass whole.
Do not leave a pot on the counter to reach room temperature first. That is the old advice and it is the wrong advice, because room temperature is squarely in the danger zone and you have just scheduled a long stay there. Get it moving downward immediately, and get it into the fridge once it stops steaming hard.
Cross-contamination beats undercooking
This is the part that most home cooks underweight. The path that causes illness usually is not an undercooked piece of chicken; it is the surfaces that raw chicken touched on the way to being cooked properly.

Do not wash raw chicken
This deserves its own heading because it is the most stubborn wrong habit in home kitchens. Rinsing raw poultry under a tap does not remove bacteria in any meaningful amount, and it aerosolizes droplets that have been shown to land across the sink, the faucet, the counter and nearby dishes — a spray radius considerably larger than most people picture. Cooking the bird to temperature handles the bacteria on it. Rinsing it moves some of them to surfaces that will never be cooked.
Pat it dry with paper towels if you want a dry surface for browning, and bin the towels immediately. The same goes for raw beef, pork and fish: no rinsing, and any surface that touched the package is now a surface to clean.
Thawing
There are three methods that keep food out of the danger zone, and one very common method that does not.

Leftovers, reheating, and the sniff test
Get leftovers into the fridge within two hours, in shallow containers. Reheat to 165 °F throughout, and stir partway through if you are using a microwave, because microwave heating is uneven and the cold spot is the one that matters. Sauces and soups should come to a full boil. Most cooked leftovers are good for three to four days refrigerated; fridge storage times has the item-by-item version, and freezing extends that considerably at some cost to texture.
The sniff test is worth being honest about. It detects spoilage — the organisms that make food smell bad and taste sour — and the pathogens that make people ill frequently produce no odor at all. Smelling fine is not evidence. Use the clock and the temperature, and when the two disagree with your nose, believe the clock.
Higher-risk groups and higher-risk foods
Pregnant people, children under five, adults over 65, and anyone with a weakened immune system — from illness, chemotherapy, transplant medication or otherwise — get sicker from smaller exposures and should keep to the conservative guidance without exception. That means meat and poultry cooked to the published minimums rather than to preference, fully cooked eggs, no raw or undercooked fish and shellfish, no unpasteurized milk, soft cheese or juice, no raw sprouts, and deli meats and hot dogs heated until steaming.
Everyone else has more latitude, and the trade is theirs to make knowingly. What is not a matter of latitude is the mechanical stuff — the board, the plate, the hands, the two hours. Those cost nothing and prevent most of what actually goes wrong. Rearrange the order you work in so produce happens before protein, keep a second plate by the grill, and put a thermometer in the fridge to confirm the number rather than trusting a dial with no units on it.
Questions people ask
How long can food sit out?
Two hours in total between 40 and 140 °F, and one hour if the surroundings are above 90 °F. The clock is cumulative across the day, not per sitting, so time spent thawing on the counter and time spent on the dinner table both count. The reason there is no negotiating room is that some bacteria produce heat-stable toxins, so reheating food that overstayed can destroy the organisms and leave the compound that makes you ill. Can I put a hot pot of soup straight into the fridge?

Should I rinse chicken before cooking it?
No. Rinsing does not remove a meaningful quantity of bacteria, and the spray reaches considerably further than people expect — across the sink, onto the faucet, the counter and anything nearby, including dishes and produce that will not be cooked. Cooking the bird to 165 °F handles what is on it. Is it safe to thaw meat on the counter?
No, and it is one of the most common home mistakes. Do I need separate cutting boards for meat and vegetables?
