Volume and weight are only interchangeable through density
A US gallon of water weighs about 8.345 pounds, and that figure is the anchor everything else is quoted against. Relative density is simply how heavy the product is compared with the same volume of water: 1.05 means five per cent heavier, 0.9 means ten per cent lighter. Multiply the volume in millilitres by the relative density and you have the net weight in grams, which is the whole conversion.
The reason this matters on a bottling bench is that a scale is a far better instrument than an eye. A level in a wide bottle hides variation that a scale reports instantly. But a scale target set up with water, or borrowed from a product with a different formulation, is wrong by exactly the density difference — and a thick product against a thin one can differ by a third or more, which is not a rounding error.
Measure the density instead of looking it up
Put a container on the scale and tare it. Pour in a volume you have measured properly — a graduated cylinder, not a kitchen jug. Read the weight. Grams divided by millilitres is the relative density, and it took a minute. Do it again after a formulation change, because it will have moved, and it will have moved most in whichever direction you did not expect.

Glass varies between moulds and between runs by more than most people would guess, so a gross target set from one weighed bottle quietly becomes wrong when the next pallet arrives. Taring the empty container removes the whole problem, at the cost of a tare operation per unit. If the line cannot afford that, at least weigh several empties rather than one and know how wide the spread is.

How do I measure the density of my product?

Should I fill to a volume or to a weight?
A scale sees variation that a level in a wide container hides, so filling to a weight tells you more. It only works if the density is right, which is why the measurement above is the first step rather than an optional refinement. Filling by volume needs no density at all, which is its advantage, and it needs the fill line to be somewhere you can actually read it.
Why does my gross weight drift over a run?
Almost always the tare. The scale is weighing the container, and containers vary between moulds and between deliveries. If your target is a gross figure taken from one weighed bottle, that target quietly stops being right when the next pallet arrives. Taring the empty container each time makes the target the product alone, which does not drift.
Does the label really matter in the tare?
On a gross target, yes, if it is on the container when you weigh. It is a gram or two, which sounds negligible until you are trying to hold a fill consistent to a few grams. If the label goes on after the fill it is not in the tare at all, so which order you do things in changes which target to use.
Does this tell me what my net contents have to be?
None at all, and that is deliberate. Labelling is one of the most heavily regulated corners of small manufacturing, the rules differ by product type and by state, and they move. This page has no rule about what goes on a label, how net contents are declared, what counts as an acceptable fill, or how anything may be shipped.
